    Engagements are local. Mandate execution happens on the ground in Bangkok, Singapore, Ho Chi Minh City, Kuala Lumpur, Jakarta, Riyadh, Dubai, or wherever the client board sits. The methodology travels. We come to you.

    Invoicing is conducted under the Hong Kong entity. Local mandates can be structured through partner arrangements where required for tax or regulatory reasons.

    The longer story

    Sylvain Lyoen began his career in the firms that shape global transformation: KPMG (1997–1999, Paris) on enterprise resource planning; Deloitte (1999–2001, Canada) on early B2B eCommerce; BCE Emergis (2001–2005, Montreal) building a 4,000-person matrix delivery model serving North American financial institutions.

    A decade in Switzerland followed: IATA (2005–2007, Geneva) on global aviation governance; Capgemini/Sogeti (2008–2011) on Swiss public-sector governance redesign — including frameworks adopted by federal agencies. Independent advisory roles followed at IMD, MSF International, ICRC, and Forex Club throughout the 2010s.

    In 2018, Sylvain joined d²X Expertise (Paris) as Managing Partner, leading governance and transformation mandates for European industrial groups. From 2020, Publicis Sapient as Director, Agile Program Management — first in Paris, then in Riyadh, where he led Gulf transformation programmes for state-owned and family-owned conglomerates.

    Notable mandates include a €32M Telco-to-TechCo transformation in the Gulf — delivering a Super App with AI-powered personalised journeys, integrated FinTech and AdTech; an €11Bn B2B omnichannel platform rollout across Europe and North America for a family-owned retailer; an integration framework connecting 170+ operating companies onto a common platform; and the establishment of a 55-FTE digital factory in Dallas (€10M → €14M annual budget).

    Across these mandates, Sylvain orchestrated agile delivery for 120+ engineers distributed across Russia, Serbia, and Montenegro for a FinTech scale-up; designed PMO and governance structures for programmes worth €10M to €100M+; and consistently delivered against tight regulatory and time-to-market constraints.

    The pattern that emerged across all of these mandates was structural: when complexity outpaces governance, decisions stall, the board cycle becomes the bottleneck, and the CEO becomes the integration layer between functions that should be talking to each other. Industry, geography, and revenue scale changed. The pattern did not.

    Lyoen & Partners was founded to address that pattern directly — not as a consulting project but as an embedded fractional engagement. The firm operates from Bangkok, serves Southeast Asia and the Gulf, and is built around a single principle: the operating system above execution must be transferred, not delivered.
